Yes, it is under special conditions. If both team owners are human a venue could be switched if the match is not a league or a bowl match and if it is not today or in the past. One manager sends a request to the other by visiting the gamecenter, and if the other manager confirms the venue gets switched! If you play a match at a bots stadium you can switch the venue too, if the match is not today or in the past.
